Abstract

This project focused in 2008 on providing knowledge and solutions in the preparation phase in the safety chain concerning flooding. The objective was the development of learning concepts, learning technology and demonstrators of learning/training solutions, to raise preparedness among first responders involved in flood control. It should help them to develop a self-directed learning attitude. As a result they will take more initiative in the obtaining and sharing of information related to safety critical situations. Furthermore, they will become flexible and self-directed in adopting the newest innovations on safety critical management. During the project, the educational, organizational, and technological characteristics were identified from which a ubiquitous learning environment was built that should support self-directed learning anywhere and anytime. Four guiding principles for the development of the required learning concepts were addressed. These are, respectively, (1) facilitating on-the-job learning, (2) stimulating continuous learning, (3) incorporating the real-life context, and (4) using rapid development approaches. Together, they meet the characteristics of adult learning. From these requirements a prototypical learning concept was developed, named 'Personal Learning Assistant' (PLA). The PLA supports the anytime and anywhere self-directed learning. It helps the learner to become intrinsically motivated, when combining learning and working by taking control of the learning process. The concept of a PLA consists of a learning management system and a digital coach, and was piloted together with several first responders parties involved in flood control.
